This is a section of stacking bookcase, possibly Globe Werneke. The drawer's were designed to hold papers, possibly maps or other documents. The hole on the bottom are so you can use your finger to push the papers up without bending them. The most common section is the bookcase with a glass door that folds up into it. But they also made sections with different size drawers, drop front desks, ect.
