This appears to be a rather cheaply produced little figure and it has a defect (small chip off left shoulder), but I know that it is at least 65 years old and may have been produced in Occupied Japan just after WW II. My father-in-law purchased it from someone at Camp Gruber in Oklahoma back in the mid-1940s.
That is really all I know or can speculate about. Any ideas about the manufacturer, time, place, etc.? Thanks!

Hey Deb, in 1891 Congress levied a requirement that imported goods bear the name of the country of origin. For Japan, this was ‘Nippon’. This changed to ‘Japan’ in 1921. From 1945 until April of 1952, the requirement was ‘Occupied Japan’, or ‘Made in Occupied Japan’, however these markings are known to have continued until about 1955. But goods made for use in Japan had no such requirements, so the potential for unmarked porcelain to have found it’s way here is huge. Bottom line is, they could be unmarked Japanese, but there is no way to be sure. Didn’t help much, did I? …Jim

And Jim -- that is quite interesting. I was wondering why the U.S. required Occupied Japan stamped on imports just the other night. I thought maybe it was some sort of deliberate humiliation for the vanquished. (Which it probably was, actually.) I had no idea it went on so long -- I figured a couple of years at most, so I was glad to see those dates. It would be incredible to find something with "Nippon" on it!
