Picked up this citation from a thrift shop. I had noticed in was signed by General John J. Pershing, Commander-in-Chief. The citation was given to Lt. Colonel Leon C Garcia for Meritorious and Conspicuous Servive as Representative of Chief Surgeon First Army. dated 19 April 1919.
