This civilian flying instructor for the US Army Air Corps (USAAC) is wearing the authorized instructor wings and well as the instructor hat badge.
His collar brass is "R.S.A"-- I would appreciate thoughts on the letters.
He is identified on the back as "Richard Azro Welch" at "Ryan Field, Tuscon Arizona". The photograph was taken in 1943.
