Ok all you sterling experts, I need a hand with this one. It has all the characteristics of sterling, but I can not find a hallmark anywhere.
I believe it to be German or Dutch also, but hard to tell with-out marks.
I've not seen sterling that was'nt hallmarked, so whats the deal?
I've gone over and over it with magnifying glass, no luck.
Any advice/info on this mystery piece would be greatly appreciated!

    Hi Bernie...this is a pretty piece, indeed! : )
    Here's what I think...quite often, [when it comes to Repousse], if the piece is not sterling, then in most cases, the piece is silver-on-copper.
    I can't tell, from being at a distance, from this piece, but look for any signs, of the base copper, peeking through, any worn spots, of the silver.
    In my best opinion, and in seeing the patina, I think your ash tray, is silver-on-copper. ~ Sharon

    Thank-you Sharon for the info. I have a few plated on copper pieces, some you can tell, & some not, definately cannot tell on this one.
