I'm really posting this not only to share in the beauty of the dish but to maybe find out a little or even a lot about it.
We purchased it at auction and it was said to be very old...but they didn't have a clue as to how old it is.
The feel is extremely smooth almost silky like and the inside is a very pale green and the outside is white and it is obviously vaseline glass and glows a very pretty green under black light.
If you have any ideas at all, please feel free to share with me!!!

This isn't vaseline glass. Vaseline glass is a collector's term used to describe transparent (sometimes frosted) yellow/green glass which contains uranium. Not all glass that glows under blacklight is vaseline glass. It's hard to tell in photos if this is cased (which might explain the different color on inside than on outside). The smooth finish was obtained by giving the piece an acid bath. Looks like it may be a berry dish that originally had a silver plated frame (called "brides' baskets" by collectors). Most likely European and very lovely.
