This shutter release self-timer attaches to the cable release port on a typical vintage camera such as the Kodak Junior in the photo. The timer is marked "Million". I assume that Million is a brand name.
Compared to the Kodak self-timer, the Million is a big improvement. Delay time is set from 1 - 12 seconds by varying the starting position of the red flag. The first photo shows the position of the flag after shutter release. The second photo shows the cocked position. Once cocked, timing starts when the small button on the underside of the timer is depressed.
The Million timer mounts directly to the shutter cable port, another improvement versus the Kodak timer which hangs at the end of a release cable.
I have not found any information on Million, it's manufacturer, or when these units were offered. Any insights would be appreciated.
