British WW11 Police Messenger helmet. Due to the blackout introduced, it was dangerous travelling at night, this Policeman was probably on a bicycle or motorcycle, so just to make himself a little more visible he has painted a white rim round the helmet. Possibly my immagination but it appears to glow slightly in the dark. The Officers collar number is on the helmet and strap, and with a little bit of digging could be identified.
