I found this in an old garage years ago. I showed it to an uncle who had worked for the WPA and he said that it was a tool tag. When you needed a special tool you took the tag to the tool room and they gave you the tool and hung your tag on the tool board. If the tool didn't come back they knew who was responsible for it.
