This a Dietzgen Abney Level with compass. All the research I have done on this item and I could only find the item number 23920 is from the 1937 range. I have seen a lot of others but none have the compass mount.
This was used for surveying and is basically a sight level with a gradient scale and leveling bubble. It is mostly made of brass and the gradient scale I believe is plated with nickel. Suprisingly, the bubble level still has the alcohol and the bubble is accurate. The compass also is accurate and still magnetized to point north.
