Found this one last week. These would have been placed close to a trade stimulator in a tavern, store or pool hall back in the day. You would punch out a hole and the back of the tab would tell you how much money or spins on the trade stimulator you got to do. That's one way it would work, the other way it might've been set up is to spin the "trade" and it would say how many holes you could punch out to win smokes or trade on the store or bar. I've seen lots of punchboards but never one like this before.
