This appears to be a creche figure a religious piece . The photo is not real clear ,you don't mention size and are arms jointed with wood pegs. creche figures are highly collectible and sell high .Can you post a phot of her legs by pusing up pants ? Is he all wood ? Excellent f-ab-u-l-o-u-s ! Love him

A nativity scene or crèche ( /kre??/; also known as a manger scene, or crib) is a depiction of the birth of Jesus
In a Creche they also used towns people ect and he was likely one or could be Jospeh . Just can't see him well enough .

Creche and Navivity scene grew During the 18 th century interest grew to feature extravagant panoramas containing hundreds of figures. Art figures were displayed in miniature settings of city buildings or countryside vistas. They depicted celebratory scenes of gift-bearing people including merchants, slaves, animals, kings and wealthy patrons adorned in precious metals and gemstones. It is recorded that the King's own collection numbered over 6,000 figures.
Yours looks to be from turn of century 1900 maybe a bit earlier late 1800's. When a person can hold the item it helps determine more about it . However I do see you have his height shown . He would sell very high to a creche collector as he has his original clothes and that is hard to find .
