I'm not sure what you don't know- you have the licensed watch, the licensor (Hasbro) the date and the distributor. What's left?
Never seen one before. Did it come with a set, is it a special edition, are there a lot of them around? In short, IS IT WORTH ANYTHING?????
Ok, I'll have to check into this a little deeper to be 100% sure. But I'm 99.5% sure . These were produced for the Hasbro yearly Play-offs. These could be purchased at the different tournaments leading up to the championship play-offs. I will check into it deeper, but like I said earlier, I pretty sure of that.
As far as rarity and worth, I'd say very little, these were mass produced and not very costly when new. Hang on to it for 30 years or so, then, I'd say yes to valueable.
Without the card and plastic envolope, maybe $10 would cover it. sorry
Not really bothered about value, just joking! I like to find out all I can about my toys.

Hope I sent you some insight, LOL. You can check up on the Hasbro yearly play-offs, I think Wiki has some postings on it. Try monopoly tournaments on google search.
