I have tried doing research on these but cant find another like them. They are made in Austria and what I think they are is hat pin holders. Am I right?

The mark is Moritz Zdekauer, Altrohlau, Germany circa 1900 (I think used up til 1917). Just google "Porcelain mark M.Z. Austria" and that will set you on your way to further identification.

I would say it is not a hat pin holder, but a hair receiver and matching powder jar.
