Thanks for the reply, My original post is showing as deleted but I wanted to reply so...
To date I have nothing supporting that it is FDR other then comparing it to other photo's of him and knowing that Mr. Dodge really knew his political items with the large part of his collection being pinback buttons, books and prints.
It very well could be an unknown photo of no real value that perhaps Earl took a chance on (as did I)
