I got this from an estate sale in the Hollywood Hills
I have no idea what it was used for, there are 6 eyelets,3 on each side
the material of this piece is some of the strongest metal that I have ever come across on an antique piece of jewelry is it steel? I am clueless about this piece, any ideas????

It may be a decorative piece to go on a purse or a belt.
Greetings from Philadelphia. Agree with davyd286. The attachment holes shown in one of your pix makes me think of an embellishment sewn onto apparel - possibly a faux belt buckle or something like that.
If I might suggest you check the menu of your digital camera and select Close Up or Portrait for close up shots and use natural light when possible. Flash distorts the look of things and makes it difficult to see some details.
