This is a Shirley Jean Rum & Brandy Fruitcake Tin. The cake is baked by the Capitol Cake Company, Baltimore, Maryland but the maker of the tin is not specified. I believe it to be the early 1960's. I cannot find any other tin with this color design. All the tins I could find in my search have the same horse-drawn carriage design but have the colors reversed. In other words, the tin is the slate blue color but the horse and carriage are the pale yellow color. I have also seen the slate blue ones both with and without the Net Wt markings on the lid underneath the ground part of the design.
