I believe they were given at the Shell station when you fill your car

Yes bratjdd, you are correct. The station attendant would always give us more than one, depending on how many of us kids were in the car. This is way back when they used to pump your gas, wash your windshield, check your oil, and check your tire pressure too. They were called "service" stations back then. I still have some of mine packed away. I have to check because some of the other tokens had pictures of old cars on the back like Model T's and such. Not sure if they were also Shell. Yours look to be aluminum but they also had brass ones.
