Walking in the east end of town one fine sunny day and saw the corner of this old gem peaking out of the trash. It is a hole punch of some sort. Used by Canadian Pacific Railway Company. It has B P & Company stamped on the cast iron. Has a neat little brass drawer underneath to catch the holes. It is quite heavy and built to last. Maybe used for punching holes in the schedules that were posted -- but that is a complete guess. Most likely one of those multi-purpose office items from the turn of the century.
