Havent done my homework on this one but i suspect late 70s-80s. We have all seen these on e-bay in a veriety of styles, many "more complex" than this but also you could tell that even if unused, the "ears" hd been bent over. Not this one (almost) , looks likeone "ear" has been partially bent, enough to nock the paint off of the ear, but not enough to crease the metal. The neon (pinkish\redish\orangey) "special" would sure stand out, attracting the eye towards the tire. An exellent adverticeing ploy!
