I don't think they are silver - not sure about silver plate. Maybe just plain old metal.
Does anyone know era? Victorian?
I think the fish is a paper holder - put the paper in it's mouth. It only has one red crystal eye - the other one is missing.

Its a guess, but the top item looks like a piece of multi piece desk set, it being a "tape dispenser" ? with the "bobin" missing. Just a thought.
