Both sides are the same but I posted them anyway. This is about the size of a half dollar (if you aren't old enough to remember a half dollar think of it as bigger than a quarter).
It is not magnetic and doesn't show any signs of tarnish. The outer edge (rim) is smooth. Above the eagle is a circle with thirteen stars inside it. Around the outer circumference there are fourteen stars. Based on what I know of the previous owner I would tend to date this to the second world war.

I wish that I could help out-- but it is not anything that I am familiar with.
It looks like it was made to hang on a necklace and looks to be similar in size to WW1 era dogtags.
My GUESS would be it was something sold to soldiers, so they could pass it on to civilians (sweetheart jewelry item) or wear themselves.
If you search under "sweetheart jewelry dogtag", you might find it.

Thanks much Scott, I always respect your input on this type item. I believe it was originally worn as a necklace by the wife of a soldier during world war two. When he came home alive and well it was packed away. He served in the Pacific theater during the war. We were curious about the origin and I somewhat assumed it was a PX item or sold off base to GI's.
One of these days I will post the machete he brought home in his duffel bag. He did a swap deal with a marine to get the machete because the army couldn't get supplied what they needed.
