    This souvenir [?] looks like some kind of Shriner event in San Rafael on Apr 10, 1960. the beautiful image is by Eugene Savage as part of a series of murals he created for the Matson Line in 1938-40.

      What you have was commonly used as a Menu cover on rthe Mattson Lines and many sout pacific hotels the title is "Festival of the Sea" and it is by Savage.
