      Measurements of the bottle are 14" tall 19" round

      ALIAGE could be an Estée Lauder perfume

      Your bottle was made by the Owens-Illinois Glass Company, (formerly with headquarters at Toledo, OH; now at Perrysburg, OH), in 1981. It was made at the Bridgeton, NJ plant, and has mold cavity number two.
      Yes, I believe the contents are a perfume base, or a perfume itself.
