This is a early 1980's Zebco #228 fishing scale called the De-Liar made by the Zebco Co., Tulsa, OK. - This scale has the black plastic case with the aluminum front plate with the "leaping bass" emblem logo. It has a spring-operated weighing scale that can weigh a fish up to 28 lbs. from a steel hook attached to the bottom and measure a fishes length up to 34" from a retractable measuring tape in the body. Made in the U.S.A.
