Mystery Solved

I'm pretty sure this is a pouch for a first aid dressing. Soldiers commonly each carried a long bandage with a cotton pad in the center. The idea was/is that if the soldier were wounded, there would be a bandage readily available to staunch the blood flow and cover the wound.

    Thanks Chrisnp.

We might add, that the wounded man's own kit was to be used.

Quite so, blunderbuss. The logic was that if the unwounded soldier used his first aid dressing on a wounded soldier, then later that soldier was himself wounded, he would have no dressing for his own wound.
