This was a give-a-way item for opening an account with the Commercial & Savings Bank of Stockton.
It is a savings bank, with a slot on top that has a spring across the opening where currency or coins can be inserted. A key is used to open the bank.
The bank, marked on the front:

Back is marked:
"Timesaver"

PATENT APPLIED FOR
The Watch or clock has the set & winding stem at the 6:00 position, the type used in car clocks and some travel clocks.
It is manufactured by the New Haven Clock Co. and marked PAT. PEND.
The Commercial and Savings Bank of Stockton was founded in 1903 by John Raggio. In 1929 it was purchased by the Bank of Italy, later to become the Bank of America.

is the stem at the 6 oclock because they had the tooling for car clocks? why is it so long?

It is made long enough and at the 6:00 position to come out of the bottom of the bank case so it can be wound and set without opening the bank to wind it or set it. I think these were made specifically for these "TIMESAVER" cases. I have seen many of these with different bank names and other businesses on them.
