Not sure what to call this doll

I found this little doll in our collection. The body of the doll is soft like a teddy bear. The face of the doll feels like cloth but its a little harder that cloth. The eyes look like they have been hand painted on. The nose is a little damaged but overall the doll is in good condition. I am curious who made this doll.
