If it were not for the long chain, I would suggest an oiler. Very small 1's were used for oil in antique cased gun sets & for watch makers etc for whale oil. The thin metal stem allowed a small amount of oil to be applied exactly where they wanted it. Your's looks like that but the size & chain throw me off.

Bone would be way too porous for oil.
