This is a New Haven Sports Timer marked PATENT PENDING.
I'm not sure of the manufacture date, but a Kurzon Company 1925 advertisement states:
$2.50 Sport Timer
No. A229 White dial, octagon case,
combination watch and stop watch.
Each..............$1.63
(apparently on-sale)
It is pendent wind and set, but to start the watch/timer, the slide-button on the side of the case at the 10:00 - 11:00 position, has to be moved down toward the 10:00 position.
If used as a pocket watch and placed in your watch-pocket and the slide-button is moved, the watch would stop.
A 1940 advertisement states:
NEW HAVEN SPORTS TIMER
Octagon case, nickel-plated. Indicates playing or working time from one second to the hour.
