As an update to this unsolved mystery, I have carefully removed the body of this clockwork racer. The mechanism seems intact and it works. I don't have a key so I used pliers to turn the spring, it makes the wheels spin - that's a good sign! I am a bit reluctant to keep messing with it until I understand how it's supposed to function - I don't want to over-turn the spring. That metal bar with the 90 degree bend that goes under the car freely flips back and forth and engages that metal single, bent-toothed gear attached to the end of the spring shaft. The three flanges with holes drilled through them on the underside of the base plate have me stumped. And the two holes drilled through the base plate beyond the front and rear axles seem to have no purpose. Although the way the paint is rubbed off under the front base plate hole is interesting. Any ideas? :)
