      Is it in 2 parts? the 2 holes at the top appear to be for screws for mounting, maybe on a wall. Maybe for holding 2 hole posts, invoices etc. In that case it would be missing 2 metal pins .
      Don't like that one, try this. Made long ago by a sadistic person. It has no use except to frustrate future generations

      Yes, definitely agree that the 2 holes are for some type of mounting. I'm leaning towards your second option right now!
