The year is 1940. I dated this by the magazine rack on the right, the second magazine down from the top is, The Saturday Evening Post, May 11, 1940 (found cover searching S.E.P. covers. See photo above).
The newspaper rack below, lower full front page showing, is the San Jose Mercury News.
