    These are 2 separate fish carvings, I'm not sure out of what, but they measure about 15" long, each scale looks to be individually carved and they feel real and the fins look to be turtle shell

      It's made of horn- e.g. buffalo/cow horns and it's definitely out of Asia (South-East Asia, I think- i.e. Phillippines, Indonesia or similar). I can see in some of your pictures where they have glued two horns together (wide bases to each other) in order to get the right shape, and the fins are probably smaller pieces cut from horn (I'd be very surprised if it was turtle shell). I'm in Australia so due to our relative proximity I have seen a lot of these (they are not uncommon).
