I might be wrong, don't know for sure. It seems to me this is a little more modern version of the old "box cars" the kids and their dads built for racing downhill. Your only motor was either push power or some had foot pedals like those on bikes. Most wouldn't stop either!
I would say a one off, home built. The steering wheel apears to be a bicycle rim. The cowl mimics the early speedsters of that era.
