I wouldlike to know what it is and what it says,i showed it to a young dutch
student, and he said it was old German and could only make out a few
words and that it was a song, anyway if you can help me that would be
great or refer me to someone.it definitely old and image is very
interesting. i assume it relates to the 1870 franco-prussian war.

It's a re-working of a German Folk Song called "Was kommt dort von der Höh?"
What comes there from on high?
Probably a German student drinking song (Studentenlied) from 1808.
The original text can be found here:
      http://cazoo.org/folksongs/wkdvdh.htm

The topic has changed from "der Fuchsmajor" to "der Luftballon".
They've also added three young sharp shooters "drei Franctireurs"!

      http://www.gutenberg.org/files/22060/22060-h/22060-h.htm

All sung to the tune of Folk tune called "Bei Hall" ist eine Mühl', from 1780.

By the way do remember "99 Luftballons" from 1982?
      "99 Red Balloons"
