Hi everyone. Just picked up this little cup/mug/creamer? I am not sure what it is or what its function is. If anyone can identify it I would appreciate it. I am also curious for a date on this item. Pre 1900? Not sure. The markings read:

QUADRUPLE PLATE
857"
