These Scissors were found in a collection of old sewing items. Are they actually sewing scissors? Marked only ITALY No. 3,350. Floral (ornamentation) on handles, but the cutting area is thick and doesn't appear fine enough for sewing or heavy enough for fabric? Any ideas?

Do you think it is a surgical scissor?
I have these sisors and have been trying to find out anything about them a friend gave them to me in panama city florida with some old thembles they are heavy and just very pretty ill keep on searching just would love to know any thing about them
in that picture it doesent show the other side of the scissors on the top blade there are two ribits about a inch apart
Going thru Antique & Vintage, I have a pair of scissors like this which came from granny's scissors she was a seamstress in 1920-1960 aprox. Only difference is my pair has engraved flower at the handles on both sides and one at the screw made by WISS on tip. Also around screw other side says Flower shears FH4 and Newark, N.J., U.S.A.. Wish I could send picture I don't know how.
Just for cutting threads while hand quilting ;)
