This is a beautiful vintage original Roseville Pottery Jardiniere with the "Bleeding Heart" pattern. They made these in the colors green, pink, & blue. This is the blue version, 651-3. The approximate year that the pattern was discontinued in 1940.
The decorative pattern is of the bleeding heart plant. The piece has a handle on each side with a hole in it which something, such as a chain, could be used to hang it.
