That was my first though too, a rug beater. They came in all shapes and sizes. Either that, or some kids had a sore butt after mom was done with them. :)
I vote rug beater too. Some of the smaller ones were also used to dust clothing and draperies. Also as pillow fluffers. I'm guessing size would be the key clue to it's intended use. I always love great old functional items! :-)
