This is a Bayard Mickey Mouse Clock, these were produced in France from 1936-69, but were only "Officially Authorized" in 1947. They are similar to the 1934 Ingersoll in that the Head of Mickey rocks back and forth to click off the seconds. The very early models of these had a flatter base, the newer one have a date on the dial.
