This one is figurine of The Robber Hotzenplotz from children's book "The Robber Hotzenplotz" by Otfried Preußler. He also is very known character especially in Germany, but wikipedia says the book is translated in 34 languages.
I think this figurine also is made in 1960ties and by Jaroslav Brychta, and I believe this one is a bit less common than others.
