I have this set of swans and they are very nice for decor. Brass possible or ? not sure how to tell which metal. Does not seem to be silver and is put together with a screw in the bottom.
These are used with my plates of different kinds and seems very nice with each set.
You can put napkins in it but not made for it. Just decor. Have you ever seen this pattern. looks very nice with most Plate patterns but not sure of the origin. Very well made and must have a good background just not able to find it.
