1940's Working with miniature Mannequins . These small 12 1/2 " to 30" Mannequins were used during the 1940's to teach sewing using less fabric , to advertise clothes made by pattern companies, to make window displays . and so much more . They served a purpose during WWII and that was to save on material which was used by military and to promote everything from watches to girdles . This appears to be a photo of a sewing class . Yes they used to have sewing schools you could attend and fashion designing . I know sewing is not taught in the schools here anymore like when I was in HS.
I have added an example of a miniature mannequin 24" tall
