      I am an Angeleno so I can tell you what I know about California black plates, at least for automobiles so I am almost sure it is similar for bikes. The black plates are vintage plates that you can no longer get for any vehicle or bike (unless you illegally paint them yourself, which some donkeys do) the last year these black plates were issued was in 1963, after which they STAYED with the vehicle if it was ever sold. Also, I believe that they only started issuing the yearly expiration stickers AFTER 1963, as before this date they didn't exist.

      Today, these plates increase the value of a vehicle that is for sale as true car collectors love to have them with the vehicle and they prove that the particular vehicle they belong to has in fact been in the state of California since at least 1963. (which means no rust or minimal rust due to harsh weather conditions found outside the state of California)

      These black & yellow motorcycle plates appear on ebay quite often and sell between $79.00 to $ 159.00 depending on condition. There not considered rare, but are disappearing from the market place as far as collectibles.
