That is a wide AM variety. Not an error, but a "variety" caused by using proof dies for the strike instead of the mint dies. The 1998 wide AM variety had a value quoted in the 2011 Redbook of $10 in MS-65 condition (Mint State) - Yours is not mint state condition as there is some obvious use wear, bag marks (scratches), and blemishs visible on the picture of the reverse and you didnt show the obverse so I can only assume is same slight imperfections. The true value would depend on how many are out there in the market. The 1998 Lincoln cent had a total mintage of over 5 billion coins.
