Long U shaped round metal bar fixed to a fine wooden polished batten the back side of the fixing has twe finely made metal balls. The centre bar is spring loaded and unclips at one end. There is a ratchet with two screw fixing holes for securing the ratchet to something. I found this in an old house and have no idea what it was used for. Hope someone can identify it. Length 40cm and breadth 10cm.
