My guess is this is 19th C or earlier Chinese figure of a man dressed in a ceremonial robe. I am not sure of the composition. It appears to be paper mache? with applied gesso then hand painted. It measures to the top of the feather 16 1/2in tall.
Any info would be greatly appreciated!

This most likely Japanese look rather than Chinese. The pattern of his cloth is Japanese style. No doubt that he is from Asia, but not China.
