Old fans like these can range from $10 to $100 depending on the size and condition. I have a small, non-working, GE fan that I picked up for $10 just for display purposes. Yours seems to have some condition issues (rust and paint chipping). Clean it up and get it working. I suggest replacing the wiring before using it. Does it work? Yours was made to sit on table or mount to the wall.
Here is one made by Arctic on eBay, not just like yours though. http://cgi.ebay.com/VINTAGE-ANTIQUE-OLD-ARCTIC-10-INCH-ELECTRIC-FAN-/350430334833?pt=LH_DefaultDomain_0&hash=item5197468f71#ht_500wt_1156
Yes I plugged it in and works - Ya I could clean it up a little , but its not to bad of shape - just curious what it would go for in working condition as it sits?
Thanx Tikiray - for the feedback
