I don't know what it is or used for, but it has the numbers "1497" and has "MADE IN ENGLAND" written on it, this appears to moulded with the cast. It seems to have a high copper content or at least a copper look about it. It has a spring loaded chain which doesn't stay down on its own. I retrived it from a demolition job, it was hanging about 8-9 ft above and just to the right of a lecture stand in a Anglican Chapel within the hostel building.
I have thought that the chain would have been pulled down and the days verses or topics where probably clipped on and let back up for reference when addressing the audience.
I was hoping someone might be able to tell me what it is called, as I currently call it "My old english thingy" , it would be nice to give a name.

Small oil lamp i bet
Could 1497 be a model number?
Using it to hold a oil lamp would be appropriate, and it would fit the time period if the number as a date. I have wondered if it was a model number but have thought it would have manufactures name or logo on it if they were to add a model number.
I have spent hours looking through family crests to match the symbol/emblem on the side, I did find some similar but not the same. Cheers
Here's one just like it on eBay from the UK. They don't seem to know much about it either.

I agree with it being a retractable Pulley for a Victorian era Hanging Lamp. They came with many different pulley mechanisms and the Number is simply the Model # for this quite ornate one that was made in England. RER (LOUMANAL)
Not sure on the WHAT, but would certainly agree that it is not from 1497.
"Made In England" marking is something typical of the late Victorian at the earliest.
